Job description
OBJECTIVE
This consultancy will support the implementation of FSD Kenya’s results measurement function for an initial period of 180 days over a nine-month period ending in August 2021.
SCOPE OF WORK
Working closely with the Results Lead and the project teams, the consultant will support FSD Kenya’s monitoring, results measurement, and reporting work. His/her roles will include but not limited to the following:
Support development of results frameworks and tools
Support the development of effective project measurement plans aligned with FSD Kenya programme theory of change and measurement framework
- Engage with assigned project teams to define intervention outcomes and indicators, set targets, milestone timelines, and evidence sources
- Develop results measurement tools such as results chains, monitoring trackers, intervention trackers and results aggregation worksheets
- Contribute to development of value for money framework
- Contribute to development of the monitoring and results measurement (MRM) manual
- Contribute to revision and updating of the FSD programme theory of change and measurement framework
Results monitoring and reporting
- Coordinate collection and collation of required data from downstream partners, intervention, and project leads
- Manage the implementation of assigned projects’ monitoring frameworks, including field visits and spot checks
- Coordinate the collection, collation, and synthesis of intervention and project data required for quarterly reporting from downstream partners and project teams
- Update intervention aggregation tool in time for quarterly reporting
- Support aggregation and reporting of programme data for quarterly reporting
- Support update of logframe for quarterly reporting
- Support development and collation of FSD Kenya PIC quarterly report both on Knack online platform and MS Word format
- Support FSD Kenya reporting on FSD Network online reporting platform
- Support curation of Knack project management information system (FSD Pims)
- Support value for money analysis and reporting
- Collect credible qualitative evidence to illustrate results and impact
Reviews, evidence, and learning
- Support coordination and management of in-house and outsourced evaluation, evidence collection, and learning activities
- Support design and backstop implementation of baseline, midline, and end-line impact evaluation and value for money assessments, including field visits
- Coordinate and backstop programme wide annual, mid-term, or end-term reviews
- Capacity development of project teams to measure, report, and use results frameworks and tools
- Develop capacity of project teams and downstream partners to collect data
- Support project teams to use results for learning and project design and adaptation
- Any other tasks assigned
CONDUCT OF WORK
The consultant will report to the Results lead and be issued with a draw-down contract for nine months. Since many aspects of the requirements above may evolve over time, it is essential that there is considerable flexibility in the way in which the consultant works. The consultant should therefore be available to offer support on short notice. A timesheet detailing time spent and the tasks performed will be submitted on a monthly basis to the Results lead.
OUTCOMES AND DELIVERABLES
Specific deliverables will include but not be limited to:
- Project measurement frameworks and plans
- Compiled quarterly reporting data from downstream partners and project teams
- Aggregates for quarterly reporting: PIC report, FSD Network report and logframe
- Draft value for money framework
- Draft MRM manual
- Backstopping support
REQUIREMENTS
Mandatory requirements
- Bachelor’s degree in econometrics, mathematics, information / data sciences, social sciences, or other related fields
- Three years’ experience developing or implementing monitoring, results measurement, evaluation, and reporting for development programmes
- Experience applying globally recognised results measurement standards and frameworks to market system development programming
- Understanding of various evaluation methods
- Outstanding analytical skills, both quantitative and qualitative
- Excellent results reporting ability, evidenced by results reports and data outputs
- Desirable: Data management systems, analysis, and visualisation; quant and qual data management and analysis applications, and VfM analysis and reporting
